Answer

Define action Environment for the specific location with the following parameters and values:

Name=DSS_ODBC_CONNECT_STRING_ADD
ValueMultiSubnetFailover=Yes

Performing a Test Connection in the UI for this location only succeeds if the environment variable is defined on *" All Channels"**. If the environment variable is defined only for a specific channel, Test Connection will not detect it. However, DSS jobs running for that channel will use the environment variable and connect successfully.
